The rail wagons are due to exceed their
economic life and rail transport of waste is anticipated to
continue until at least 2034 when current contract arrangements
expire.
A lifecycle replacement programme for rail
wagons over the next five years be implemented and the resulting
capital and revenue requirements be built into the Waste budget.
Ten wagons will be ordered each year for the next four years
(commencing 2022/23) and nine in the fifth year.
Leasing of wagons has been assessed but
increases the annual revenue cost and there is a risk that 51 lease
wagons may not be available at all times when required which would
impact on service delivery.
