Purpose:
Preventing and relieving Homelessness is a
Mayoral and national government priority.
The service will support at least 60 individuals who have recently
or currently experiencing rough sleeping especially those who are
already excluded from ABEN helping to reduce the number of rough
sleepers in Greater Manchester and prevent them from returning to
the streets. This will also increase move on from ABEN allowing
further individuals to access support.
Decision:
To enter into a contract for the Rough Sleeper
Accommodation Programme Phase 2 Support Service. The service is
being funded via Grant from the Department of Leveling up Homes and
Communities (DHLUC)
The service will provide support to individuals who are referred by
Local Authorities who have experienced prolonged and/or
re-occurring experiences of homelessness and experience
co-occurring conditions who meet the criteria for the programme as
set by DHLUC.
RSAP was introduced in 2020 by the Government to support 6000 rough
sleepers into long term accommodation. The programme provided
capital funding to deliver additional move-on properties for
individuals who experienced rough sleeping and revenue to provide
support to the move-on properties. This contract is to deliver the
support element to the properties acquired by the GMCA on behalf of
Greater Manchester’s accommodation delivery partners in the
second round of funding between April 2022 and March 2025.
The contract for support will be awarded to the Great Places
Housing Association as per the contract award report.
The 10-day standstill period will lapse midnight on 9/6/22
