Purpose:

The services can only be provided by a particular economic operator (LUMS). No other business schools are likely to have the previous experience to be able to carry out the particular piece of work and it is necessary in order to protect exclusive rights, including LUMS’ intellectual property rights), and there is no reasonable alternative or substitute provider.

Under these circumstances a direct award of a contract to LUMS can be made under Regulation 32 of The Public Contracts Regulations 2015 without a formal procurement process having to be undertaken.


Decision:

The Deputy Mayor approves the direct award of a 3 year research contract to Lancaster University Management School (LUMS). studying the response to GMP being engaged by HMICRS which will be used to develop a practitioner guide to managing transformational change.

The likely value of the contract would be circa £600,000 over 3 years with additional costs to cover practitioners.

Alternative options considered:

Undertake a bespoke procurement exercise (FTS) –rejected as there is only one provider able to provide the services that are required.
