Procurement legislation requires GMP to tender
for these goods and services. The recommended route provides the
most effective route to market.
The Deputy Mayor approves the award of a
3-year contract for Cloud Migration and Managed Service provider to
ANS Group Limited with the option to extend for a further 1 year.
The likely value of 4 years spend would be circa
£1,871,395.
The following options were considered.
o Do nothing – rejected as non-compliant with Procurement
Legislation and Chief Constable’s Financial
Instructions.
o Undertake a bespoke procurement exercise (open tender)
–rejected as there is a suitable framework available.
o Extend current arrangements – rejected as non-compliant
with Procurement Legislation and Chief Constable’s Financial
Instructions and GMP would be required to pay for Extended
Support.
o Using GM-One network – rejected as the storage offering
isn’t right for this project as it is a server and storage
re-platform. Servers must remain adjacent to the storage for
performance, security and data protection. The GM-One network does
not work in this way. It will be considered for future operations
as it could lead to significant savings as the local PoPs align to
the location of GMP sites and GMP have just completed a refresh,
removing copper and migrating all sites to 21CN fibre. However,
GMP’s immediate requirements cannot be met by GM-One,
specifically around ExpressRoute.
