Purpose:

Following extensive market appraisal, it was concluded that CCS Framework RM6217 is the most viable framework agreement with the supplier Clarity offering the most competitive rates including booking fees, hotel rates, aggregated spend savings, and potential rail travel savings. Clarity also has the ability to fully meet GMP’s and CTP:NW’s Business travel needs, unlike the other suppliers on the framework.

Therefore, a direct award to Clarity is the only viable option.

Decision:

The Deputy Mayor approves the award of a 2-year contract for Business Travel Services, to Clarity, with the option to extend for a further 3 years with the likely value of the 5-year spend amounting to circa £7.5M.

Alternative options considered:

• Do nothing – rejected as non-compliant with Procurement Legislation and Chief Constable’s Financial Instructions.
• Extend current arrangements – rejected as non-compliant with Procurement Legislation and Chief Constable’s Financial Instructions.
• Undertake a bespoke procurement exercise – rejected as there is a suitable framework available and there would be no substantial benefits of going through a full tender process.
• Further competition via the framework – rejected as only one supplier on the framework is able to fully meet GMP’s and CTP:NW’s complex Business Travel needs, and the said supplier offers the most competitive rates in comparison to the others.
