Purpose:

Due to the success of the first three phases of the campaign, a decision has been made to run a fourth phase. Phase 4 of the campaign will take a preventative approach to tackling violence. The campaign aims include:

• Raising awareness of positive alternatives to violence among young people aged between 10 and 25 years.
• Reassuring young people in this age group and their communities that work is being done to reduce violent crime in Greater Manchester, building on the community cohesion element of Phase 3.
• Raising awareness of the support and interventions available to young people across the city-region, particularly in hot spot areas.
• Position the I am Greater website as a platform for young people to access guidance, alternative opportunities and support.
• Engage with role models in order to increase the likelihood of young people to take an action against violence or to access a different path.

Decision:

Following a commercial service led procurement process, the GM VRU within GMCA have commissioned EY3 Media to deliver a fourth phase of the I am greater campaign. The campaign is aimed at young people in GM and encourages them to be greater than violence by identifying with positive role models and being an active bystander. The total contract value is £49,999.

To date, the VRU has spent £182,278.86 with EY3 Media since financial year 2021-2022. The VRU are also simultaneously awarding EY3 a contract to deliver its latest content creation contract as a result of a simultaneous commercial services led procurement exercise. The total value that the VRU will have spent with EY3 Media since 2021 by the end of financial year 2024-25 will be £262,277.86. Commercial services have confirmed the VRU can issue multiple contracts in year to EY3 Media, as each contract awarded in August 2024 has arisen from a discrete Request for Quotation procurement exercise which is compliant in its own right.
