PCC DN - Night Time Economy Welfare Scheme – Manchester Gay Village

Decision Maker: Director for Safer and Stronger Communities, GM Deputy Mayor, Group Chief Finance Officer

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

Greater Manchester has one of the best nightlife scenes in the UK, and the Deputy Mayor is determined to ensure that everyone has the opportunity to enjoy it in a safe way.
This service will be focussed on providing support to vulnerable individuals in and around the Gay Village area of Manchester on a Friday and Saturday evening and will work in partnership with licensed premises and emergency services to provide a non-emergency support to those that are most vulnerable, and therefore at greatest risk of becoming the victim of a crime.
This service has previously been funded via grant agreement on a year by year rolling basis.
This decision moves the commissioning of the service to a formal
arrangement that provides greater scope for the GMCA and the Deputy Mayor to ensure the service is meeting the welfare need presented in Manchester’s Gay Village.

Decision:

The Deputy Mayor commissions the LGBT Foundation to provide a Night Time Economy Welfare Scheme to operate in Manchester’s Gay Village.
The contract is for 2024/25 and 2025/26, with two option years for 2026/27 and 2027/28.
The two-year confirmed value of this contract is £280,160.
The potential total value of this contract is £574,434.
