Purpose:

This service is designed to support the police to navigate the health and social care system in cases which involve conveyance to hospital, liaison with community mental health teams, and in particular when they are considering detention under section 136 of the Mental Health Act 1983.

The service provides Mental Health Practitioners who are based in the GMP Force Contact Centre (Vulnerability Support Unit) at the Greater Manchester Police Force Headquarters.

The contract is a joint agreement between GMP and NHS England.

A direct award is appropriate under regulation 12 (7) of the Public Contracts Regulations 2015 relating to the award of contracts which establish or implement co-operation between contracting authorities

Decision:

The Deputy Mayor approves the direct award of a 1 year contract for a contract for Mental Health Tactical Advice services, to Greater Manchester Mental Health NHS Foundation Trust. The likely value of 1 year spend for GMP would be circa £483K.

Alternative options considered:

It is into appropriate to tender this service as it is distinct from locality-level ‘street triage’ in a number of ways:

i. It is integrated completely into the GMP FCC, and is a fully embedded part of the police vulnerability support unit.


ii. Its entire remit is to support officers, meaning that staff are always available to support the police (whereas street triage abstracts staff from mental health teams undertaking core duties who are often unavailable).


iii. It a GM-wide service with representation from the GMMHT working across the GM footprint, and is the only service with access to public sector mental health records for every service user in GM
