Purpose:
Decision is required following a comprehensive
procurement exercise, the existing provision will expire June 30th
and a contract to ensure continuity of services is needed.
DHLUC have requested that we deliver a high-fidelity Housing First
project as part of 3 national Housing First pilots. There is an MOU
between GMCA and DHLUC.
Preventing and relieving Homelessness is a Mayoral and national
government priority.
The service will support an anticipated further 48 individuals at
risk of homelessness and rough sleeping especially those who are
already excluded from ABEN helping to reduce the number of rough
sleepers in Greater Manchester and prevent them from returning to
the streets.
The learning from the pilot will inform the work to prevent
homelessness in the future and inform commissioning of homelessness
services across Greater Manchester to more effectively support
individuals experiencing homelessness.
Decision:
To enter into a contract for 21 months (with
the option to extend for a further 12 months) for the Greater
Manchester Housing First pilot extension. The service is being
funded via Grant from the Department of Leveling up Homes and
Communities (DHLUC)
The service will Provide Housing First support to the individuals
on the pilot currently and take a small number of new referrals
from Local Authorities of individuals who have experienced
prolonged and/or re-occurring experiences of homelessness and
experience co-occurring conditions.
The contract will be awarded to the Great Places Housing
Association as per the contract award report.
The 10-day standstill period will lapse midnight on 9/6/22
Alternative options considered:
Not to award the contract would risk
continuity of the Housing First Service, putting over 300 people
currently being supported at risk of homelessness.
