Decision details

As set out in the Part B report.

1. The recommendation from TfGM to appoint the Indicative Preferred Bidder as the preferred bidder subject to satisfaction of the validation phase is noted;

2. The appointment of Bidder A as the Indicative Preferred Bidder in respect of the Small Franchise Contracts is endorsed;

3. Where the Indicative Preferred Bidder satisfies the validation phase and is the preferred bidder:

i. the contract be awarded to the preferred bidder in respect of the Small Local Service Franchise contracts for Sub Area A as set out in the report, and

ii. the preferred bidder and other bidders of the contract award decision be notified in accordance with the Utility Contracts Regulations 2016 and

iii. all commercial and contractual arrangements to give effect to the recommendation be finalised;

4. The Monitoring Officer to enter into all necessary arrangements to give effect to these
recommendations; and

5. It is noted that a report will be presented back to the decision maker:

i. where the Indicative Preferred Bidder does not satisfy the validation phase and a decision is required to award the contract to an alternative bidder and/or

ii. where a challenge is received in relation to the notification of the contract award decision.
