Purpose:

GMCA have run a competitive process and TGC submission scored highly after evaluation.

1 submission was received and was sent to a full evaluation panel. The submission was checked by GMCA’s Information Governance Team and was found to be acceptable. The finances of the bidding company were also checked.

The mini-competition comprised of 2 parts, covering (80%) Quality, (20%) Social Value via the social value portal. In addition to the scored quality evaluation bidders were requested to complete 4 pass/ fail questions looking at OFSTED, Economic & Financial Standing, Information Governance & Safeguarding.

The successful provider’s scores were deemed acceptable and comprehensive throughout their submission. Despite being the only bid, the evaluation panel felt that TGC scores were sufficient for the procurement process to continue without reopening this tender to the market. The panel were pleased with the bidder’s delivery model mobilisation plan, and responses looking at track record, engagement and stakeholder management, as well as performance management and monitoring.

Decision:

Following a competitive procurement process using GMCA’s Education Work and Skills Flexible Procurement System, GMCA wishes to award a £1,988,600 contract to The Growth Company (TGC). This is part of the Multiply programme which focuses on numeracy skills for adults where a Level 2 in Maths has not been attained.
Delivery is expected to start no later than 20th of February 2023, and the contract runs until the end of March 2024.
