PCC DN - OnEvidence to deliver work on HBVA Forced Marriage

Decision Maker: Director for Safer and Stronger Communities

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

The GBV Strategy was published in 2021 and outlined our ambitions towards tackling GBV as a city-region.

So-called honour-based Abuse / Violence and Forced marriage is a form of GBV. In GM we need to review what our response to this should be at a GM level and identify how we can best support victims and survivors. Project Choice which previously supported victims of so-called HBV/A and forced marriage came to an end in September 2022, and therefore it has been agreed that research into the prevalence and incidence of so-called HBV/A and forced marriage is essential to work out how we best respond to this as a GM system.

An EOI process was undertaken and OnEvidence were the successful applicant. Applications were scored and reviewed by a panel – the panel included GMCA, GMP and a VCSE representative and all agreed that this was the best organisation to take the work forward.

Decision:

£27,845 is provided to OnEvidence Ltd to undertake a scoping and research exercise into so-called Honour based-abuse and forced marriage in Greater Manchester. They will review and outline what this looks like in GM and come up with a number of recommendations and options for the commissioning of services to meet the needs of victims and survivors.
