09/05/2022 - GMP DN - To agree heads of terms for Unit A (former Fujitsu building) Central Park ref: 1273 Recommendations Approved
GMP establishment in 2010 was at c12,000
officers and staff (8,000 officers and 4,000 staff). These numbers
reduced over subsequent years during the extended period of
austerity. The requirement to find savings and to reduce estates
capacity, in line with the reductions in officers and staff, meant
that the Force followed a strategy of disposing of the older, more
expensive to maintain, building stock and the surrender of leases.
The increases in establishment over recent years, together with the
predicted growth in numbers during 2022/23, will return officer and
staff numbers to the 2010 level. However, there is insufficient
capacity within the Force estate to accommodate the increased
officer/staff numbers. This is particularly apparent at Central
Park with pressures on space being felt within both the City of
Manchester District Headquarters and the Force Headquarters
buildings.
Taking additional space on Central Park will relieve the space
pressures. It will also provide much needed meeting space.

GMCA work with GMP Business Support Services
to agree heads of terms for one and a half floors (fully furnished)
of the former Fujitsu Building at Central Park as a short-term sub
lease with a view to occupying that space asap (estimated from June
2022). Specifically, this sub lease is for a period of two and a
half years at a budgeted rental cost in 2022/23 of £400k,
with almost 200 desk spaces for use by the 700 currently displaced
staff

06/05/2022 - GMP DN - A0862 Framework & Contract For First Aid Training ref: 1272 Recommendations Approved
Procurement legislation requires GMP to tender
for these goods and services. The recommended route provides the
most effective route to market.
The framework and contract will enable the supply of First Aid
Training courses for Police Officers and Staff, carrying out
practical scenario training and continued annual refresher courses
in core skills and scenarios. The courses provided will include
First Aid at Work, Emergency First Aid, Custody First Aid, and
Firearms and Public Order requirements

Approval is given to tender a framework for
the supply of First Aid Training. The Framework shall be tendered
in 1 LOT covering First Aid at Work, Emergency First Aid, Custody
First Aid, and Firearms and Public Order requirements using an open
tender. The framework will be for a 4 year term.
GMP intends to use the framework to call-off its own contract for
First Aid Training. This contract will be for 3 years, with the
option to extend for a further 4 years

16/05/2022 - Chief Executive and Treasurer GMCA and TfGM Decision Notice - Approval for a loan to Northern Gritstone Limited ref: 1262 Recommendations Approved
The investment into Northern Gritstone Limited
(“Northern Gritstone”) is in line with the strategic
objectives of the business investment strategy and the Local
Industrial Strategy and support the key objectives of supporting
our globally competitive strengths and strengthening the
foundations of our economy. Northern Gritstone operates in the
Financial Services sector.
The Combined Authority gave approval on 25 March 2022 to give
delegated authority for the period 26 March 2022 to 26 May 2022 to
the Combined Authority Chief Executive and the Combined Authority
Treasurer, in consultation with the Portfolio Lead Leader for
Investment and Resources, to approve funding requests for projects
in the absence of a Combined Authority meeting at the end of April
2022, and approve any urgent variations on amounts and terms for
already approved loans.
Any recommendations approved under the delegation will be subject
to the usual due diligence processes and will be reported to the
Combined Authority at the next available meeting.

The investment into Bank North Limited

10/05/2022 - Chief Executive GMCA&TfGM Decision Notice - Revision of electric vehicle charging tariff ref: 1260 Recommendations Approved
On 25 March 2022 a report to the GMCA Greater
Manchester Electric Vehicle Charging Tariff
(greatermanchester-ca.gov.uk) set out the impact of electricity
costs on the EV tariff in GM.
The Combined Authority agreed to delegate authority to the Chief
Executive Officer, GMCA & TfGM, in consultation with the GM
Deputy Mayor to determine an appropriate electric vehicle charging
tariff and publish a decision notice, to will allow TfGM to be able
to quickly respond to wholesale energy prices.
The EVCI tariffs introduced on 1st October 2021 (noted in table
below) were set on the basis of electricity costs of 14 p/kWh.
Since January 2021, the wholesale cost of electricity has risen
considerably.

The electricity costs for Be.EV have now been fixed for 3 months at
34pkWh, and there is a need to review and revise the EV tariff to
reflect the current energy costs. This will bring TfGM’s
financial position on the operation of publicly owned EV chargers
to a place where the revenue is meeting the operating costs.
The tariff is changing in response to the energy price rise, a
passthrough of 24p/kWh (20p/kWh plus 20% VAT). Public charging
attracts a 20% rate of VAT.
The Be.EV energy contract runs to Thursday 7 July – next
tariff review will be mid-July.

04/05/2022 - Chief Executive GMCA &TfGM /Treasurer Decision -ESF Skills for Growth Commissioning – Project Management for Non-Project Managers contract award ref: 1259 Recommendations Approved
GMCA have run a competitive process and the
Growth Company’s submission scored highest after
evaluation.
2 submissions were received and were sent to a full evaluation
panel. Both submissions were checked by GMCA’s Information
Governance Team and were found to be acceptable. The finances of
the bidding companies were also checked, along with the
safeguarding policies submitted.
The Invitation to Tender comprised of 3 parts, covering (75%)
Quality, (15%) Social Value and (10%) Price.
The Successful provider’s scores were deemed acceptable and
comprehensive throughout their submission and offered the most
economically advantageous tender overall. The Growth Company scored
higher than the unsuccessful bidder in a number of questions, and
the evaluation panel were particularly impressed with their
responses concerning their track record and quality, their
engagement and stakeholder management, their performance management
and monitoring, and their social value response.

Decision:
Following a competitive procurement process
using GMCA’s Education Work and Skills Flexible Procurement
System, GMCA wishes to award a £500,000 contract to the
Growth Company. This is part of the Skills for Growth programme and
focuses on cross sector support in Project Management for
non-project managers.
Delivery is expected to start no later than end of May 2022,
enrolments must finish by end of March 2023, and all contract
activity and support must conclude by the end of September 2023.
Exceptional performance may result in discussions around extension
option being implemented.
