13/06/2022 - GMP Site, Chester Road, Trafford ref: 1397 Recommendations Approved
To facilitate the process to procure a
development partner the Joint Venture will need to appoint
consultants for expert advice in undertaking the process in a
legally compliant way. To date Savills have been appointed to
facilitate the procurement process, whilst Shoosmiths have been
appointed to provide external legal advice on the process. Both
consultants have been appointed using a procurement complaint
process. Funds will be utilised in the future to support the
procurement process further and to finance planning approval. The
regeneration of the GMP site will act as a catalyst for further
redevelopment in the Civic Quarter of Trafford.
Before a private sector development partner is appointed the GMCA
along with Trafford Council will need to finance legal, marketing
and procurement costs. The estimated fee’s will be
approximately £642,500. It was agreed at the Great Manchester
Combined Authority meeting on the 26th November 2021 that these
funds will be underwritten by police and crime reserves

The ten Local Safeguarding Boards for Children and the ten local
Safeguarding Boards for Adults will receive a payment as set out in
the schedule below.
The work of the Safeguarding Boards will support GMP through the
Strategic Vulnerability Board and at a local level in the areas
of:
• Support the delivery of the GMP Child Centred Policing
Strategy
• Shared Data Insights - MFH data for children and young
people /care homes . We currently don’t have the specific
details for children and young people's homes between 16 and 18 and
would value more data from partners.
• Shared Training through safeguarding boards with local
practioners. This will upskill police officers and neighbourhood
teams at a place level .
• SCR reviews - learning and continual improvement.
In view of this the Deputy Mayor has agreed to make a 12 month
payment to Safeguarding Boards for the period April 2022 –
March 2023.

on a 50/50 basis to the Childrens’s and Adult Safeguarding

GMCA have run a competitive process and IN4.0
Group, Back 2 Work Complete Training, Generation and Netcom
Training Ltd submissions were the highest scoring bidders within
the £3,000,000 budget.
8 submissions were received and were sent to a full evaluation
panel. The evaluation comprised of 3 parts, covering (75%) Quality,
(15%) Social Value and (10%) Value for Money.
The Successful provider’s scores were deemed acceptable and
comprehensive throughout their submission and offered the most
economically advantageous tenders.

using GMCA’s Education Work and Skills Flexible Procurement
System, GMCA wishes to award a £450,000 contract to IN4.0
Group, a £913,710 contract to Back 2 Work Complete Training,
a £405,760 contract to Generation and a £475,500
contract to Netcom Training Ltd. This is part of the Skills
Bootcamps programme and will support over 700 learners to train
into digital/tech roles during 2022/23.
Delivery is expected to start no later than end of June 2022,
bootcamps must be no longer than 16 weeks and all delivery must
have concluded by the end of March 2023 (with the potential for an
extension dependent on good performance), and all contract activity
and support must conclude no longer than 6 months after the
conclusion of delivery.

Preventing and relieving Homelessness is a
Mayoral and national government priority.
The service will support at least 60 individuals who have recently
or currently experiencing rough sleeping especially those who are
already excluded from ABEN helping to reduce the number of rough
sleepers in Greater Manchester and prevent them from returning to
the streets. This will also increase move on from ABEN allowing
further individuals to access support.

Accommodation Programme Phase 2 Support Service. The service is
being funded via Grant from the Department of Leveling up Homes and
Communities (DHLUC)
The service will provide support to individuals who are referred by
Local Authorities who have experienced prolonged and/or
re-occurring experiences of homelessness and experience
co-occurring conditions who meet the criteria for the programme as
set by DHLUC.
RSAP was introduced in 2020 by the Government to support 6000 rough
sleepers into long term accommodation. The programme provided
capital funding to deliver additional move-on properties for
individuals who experienced rough sleeping and revenue to provide
support to the move-on properties. This contract is to deliver the
support element to the properties acquired by the GMCA on behalf of
Greater Manchester’s accommodation delivery partners in the
second round of funding between April 2022 and March 2025.
The contract for support will be awarded to the Great Places
Housing Association as per the contract award report.
The 10-day standstill period will lapse midnight on 9/6/22

Decision is required following a comprehensive
procurement exercise, the existing provision will expire June 30th
and a contract to ensure continuity of services is needed.
DHLUC have requested that we deliver a high-fidelity Housing First
project as part of 3 national Housing First pilots. There is an MOU
between GMCA and DHLUC.
Preventing and relieving Homelessness is a Mayoral and national
government priority.
The service will support an anticipated further 48 individuals at
risk of homelessness and rough sleeping especially those who are
already excluded from ABEN helping to reduce the number of rough
sleepers in Greater Manchester and prevent them from returning to
the streets.
The learning from the pilot will inform the work to prevent
homelessness in the future and inform commissioning of homelessness
services across Greater Manchester to more effectively support
individuals experiencing homelessness.

Decision is required following a comprehensive
procurement exercise, the existing provision will expire June 30th
and a contract to ensure continuity of services is needed.
GMCA is in receipt of grant funding from the Department of Housing,
Communities and Levelling Up (DLUHC) under the Rough Sleeper
Initiative (RSI), to support the reduction in rough sleeping. Part
of this funding provides for a service to upskill staff and support
individuals who are experiencing co-occurring drug/alcohol misuse
and enduring mental ill-health.
Preventing and relieving Homelessness is a Mayoral and national
government priority.
Many of the people supported by rough sleeping outreach and
accommodation-based services are experiencing multiple, complex
health issues at the same time, which have led to, and are
exacerbated by, rough sleeping. Access to treatment in this context
needs to be swift and coordinated across both mental health and
substance misuse support services.
This service directly addresses this need, by training staff on how
to best navigate this complicated landscape and providing specific
interventions to people in the most acute need within our rough
sleeping services.

The service provides training and advice to staff working in rough
sleeping teams in Bolton, Bury, Stockport and Trafford, in addition
to directly supporting individuals experiencing complex,
co-occurring mental health, substance misuse and
homelessness.
The contract will be awarded to Greater Manchester Mental Health
Foundation Trust as per the contract award report.
