22/06/2022 - 2022/23 Local Safeguarding Childrens Board & Local Safeguarding Adults Boards ref: 1392 Recommendations Approved
The Deputy Mayor has committed to provide an
agreed amount of financial support to both Adult and
Children’s Safeguarding boards 2022/23. The allocation above

The ten Local Safeguarding Boards for Children and the ten local
Safeguarding Boards for Adults will receive a payment as set out in
the schedule below.
The work of the Safeguarding Boards will support GMP through the
Strategic Vulnerability Board and at a local level in the areas
of:
• Support the delivery of the GMP Child Centred Policing
Strategy
• Shared Data Insights - MFH data for children and young
people /care homes . We currently don’t have the specific
details for children and young people's homes between 16 and 18 and
would value more data from partners.
• Shared Training through safeguarding boards with local
practioners. This will upskill police officers and neighbourhood
teams at a place level .
• SCR reviews - learning and continual improvement.
In view of this the Deputy Mayor has agreed to make a 12 month
payment to Safeguarding Boards for the period April 2022 –
March 2023.
Payments should be made as outlined below. Each sum to be allocated
on a 50/50 basis to the Childrens’s and Adult Safeguarding
Board in that Local authority area:

1. That the existing three Overview and Scrutiny Committees be disestablished and that a single Overview and Scrutiny Committee, consisting of 20 members and 20 additional members in a substitute pool, be established, as recommended by the Review.
2. That it be noted that the Committee Chair and Vice Chair will be members of an opposition party to the GM Mayor, in accordance with legislation. That it be further noted that the review report includes a role description for the Chair and Vice Chair of the Committee.

That the recommendation that Members should be nominated to the Overview & Scrutiny Committee and Substitute Pool by Local Authority based on their interests and skills with reference to the role description be endorsed. · to contribute to policy development in respect of high profile, complex issues affecting the whole of Greater Manchester,
· to investigate more complex cross-cutting issues, with a particular focus on the GMCA’s forthcoming responsibilities in respect of the ‘missions’ in the Levelling Up and Regeneration Bill.
5. That training and support be provided to Overview & Scrutiny members and officers to strengthen their existing skills in line with the role descriptions and covering the fundamentals of scrutiny as well as some of the substantive policy issues for which the GMCA is responsible.
6. That it be noted that the full package of measures detailed in the review report when taken together aim to achieve a strengthened and more effective scrutiny function, recognising that there will need to be a transitional period of implementation in the first year and that this will be monitored by the scrutiny function itself, supported by the independent review group and reported to back to the CA at an appropriate time.
7. That it be agreed in principle that Overview & Scrutiny Committee members should be remunerated for their work and that the GMCA Independent Remuneration Panel be requested to convene to consider the new approach, including the scrutiny member role description, and to determine an appropriate level of allowance. That it be further agreed that once the Panel has made its recommendation, officers will bring back options for how such an allowance can be paid, including back dating, and any budget implications.
8. That the GMCA Constitution be amended as necessary to reflect the above recommendations.

GMCA have run a competitive process and IN4.0
Group, Back 2 Work Complete Training, Generation and Netcom
Training Ltd submissions were the highest scoring bidders within
the £3,000,000 budget.
8 submissions were received and were sent to a full evaluation
panel. The evaluation comprised of 3 parts, covering (75%) Quality,
(15%) Social Value and (10%) Value for Money.
The Successful provider’s scores were deemed acceptable and
comprehensive throughout their submission and offered the most
economically advantageous tenders.

Following a competitive procurement process
using GMCA’s Education Work and Skills Flexible Procurement
System, GMCA wishes to award a £450,000 contract to IN4.0
Group, a £913,710 contract to Back 2 Work Complete Training,
a £405,760 contract to Generation and a £475,500
contract to Netcom Training Ltd. This is part of the Skills
Bootcamps programme and will support over 700 learners to train
into digital/tech roles during 2022/23.
Delivery is expected to start no later than end of June 2022,
bootcamps must be no longer than 16 weeks and all delivery must
have concluded by the end of March 2023 (with the potential for an
extension dependent on good performance), and all contract activity
and support must conclude no longer than 6 months after the
conclusion of delivery.
