The services can only be provided by a particular economic operator (LUMS). No other business schools are likely to have the previous experience to be able to carry out the particular piece of work and it is necessary in order to protect exclusive rights, including LUMS’ intellectual property rights), and there is no reasonable alternative or substitute provider.

Under these circumstances a direct award of a contract to LUMS can be made under Regulation 32 of The Public Contracts Regulations 2015 without a formal procurement process having to be undertaken.

The workshop was to introduce the new alliance facilitators to their role (7 individuals newly in post, each working within one of the community-led programme areas) and the importance of data, evaluation and monitoring. This is to ensure that the evaluation of the community programmes is as comprehensive as possible and that the facilitators are informed and can therefore support their alliances with data collection. There were no suitable sized facilities available within GMCA offices or the offices of our partners at MMU on the date required.

07/02/2023 - PCC DN - Contract award for the Drugs Early Warning System (DEWS) ref: 1780    Recommendations Approved

DEWS will contribute to the GM ambition to reduce drug related deaths and drug related harm; this is described below.

DEWS provides a valuable resource for professionals to report incidents relating to the use of drugs, seek specialist knowledge and support, and establish incidents or patterns relating to particular problem substances (e.g. adulterated or incorrectly identified batches in circulation).

DEWS provides each Greater Manchester local authority area with a Local Drug Information System (LDIS) where professionals from a range of organisations such as police, schools, hospitals, substance misuse services, and youth services, can submit and receive reports of incidents relating to drugs, emerging drugs, and changes to the local market.

DEWS enables the review of any significant incidents or developments relating to drugs and provides support ranging from targeted information to professionals/drug users to general public announcements. These are co-ordinated prior to release with relevant GM/local organisations such as GMCA, police, local authority, and health services.

The Serious Violence Duty comes into effect on 31 Jan 2023. Greater Manchester has been awarded £47,417 by the Home Office in burden funding, to be specifically spent on resource in Feb / March 2023, to enable delivery of the Duty. The Home Office, SVD Task & Finish group and Asst Dep Mayor have agreed to the proposal of analytical resource from GMP.

25/01/2023 - PCC DN - programme of support for girls and women (age 14- 21) ref: 1775    Recommendations Approved

The Criminal Justice delivery group workstream identified, through the multi-agency processes and structures in place, the key areas of focus and priority to deliver on the Serious Violence action plan, namely the 14-25 cohort, and specifically those who are experiencing transitions or significant impacts from experiences such adverse childhood experiences and/or societal experiences of being part of an ethnic minority community or subjected to gender based violence. The providers of this service will be selected based on their ability to deliver against these priorities.

07/02/2023 - PCC DN - The Greater Manchester Restorative Justice Service continuation of the contract between the GMCA and Remedi / ROC ref: 1774    Recommendations Approved

The Greater Manchester Restorative Justice Service is part commissioned through the Victims Service Grant.

It had previously been agreed in the year 3 extension that the recommission needed to be brought in line with the recommission of the victims services.

Out of the control of GMCA or the Deputy Mayor, the victim services commission has been delayed until June 23 therefore to ensure that we can recommission a GMRJ service that falls in line with the victim services commission we need to further extend the contract with Remedi, to ensure there is no break in the service.

The funding will continue at the same payments as already allocated.

The total cost of this extension will be - £164,706

27/01/2023 - GMP DN - GMP Crime Management Unit – Crime Futures ref: 1767    Recommendations Approved

The HMICFRS Victim Services Assessment report, published in December 2020, described GMP’s service to victims of crime as ‘a serious cause of concern.’ In response, GMP initiated a comprehensive plan to support and intensify ongoing improvement activity, including resource and time-consuming Quality Assurance checks of all reported incidents. The implementation of Criminal Investigation Teams (desk-based investigators) across Districts, resourced through agency staff at an annual cost of £4.5million, allowed the desk-based investigation of low-risk crimes with no named offenders, away from response policing teams. Whilst this surge activity has delivered some key benefits, including much improved crime recording oversight, as identified by the more recent 2022 PEEL Inspection, the Force continued to receive inadequate gradings, including how the Force investigates crime.

This subsequent Crime Futures project has set out the intention to establish a new operating model for crime recording, investigation and finalisation across GMP. It is proposed that a centralised Crime Management Unit is formed to replace the existing District based model.

RECOMMENDATIONS:

Approval for the creation of a ‘Force Crime Management Unit’ aligned to the Force Contact,
Crime & Operations Branch (FCCO), formerly the Force Contact Centre (FCC).

The proposal includes a request to establish a number of new Police Staff roles within the Crime Management Unit.

In total, the request is for an uplift of 38 Staff posts across the CRRU and FCCO Hub Support (Secretariat).

In addition, there is a request to increase the grade of all CRRU staff from the current grade C-D to grade D, after HR evaluation of the CRRU job description, aligning with the current pay reviews undertaken within the FCCO for the 22/23 Investment project.

As part of the FCC Investment recruitment plan, recruitment and training activity has been scheduled to rapidly attain the required establishment position in the Crime Recording and Resolution Unit from April 2023.

As part of the National Police Uplift programme, Crime Futures will benefit from the allocation of 170 police office posts, for deployment in the crime investigations functions proposed as part this business case.

The Crime Management Unit will operate within the existing rental estate at GMP, within Unit A at the GMP Central Park campus.

The Response Policing Investment Business Case has been proposed to outline the investment needed for the Force to address the challenges it faces in creating a more resilient, high quality, responsive and consistent service to the Public.

The Response Review is seeking to ensure that resources are matched to local demand and our response model is delivering an outstanding service, by improving response times and services to victims.
This will ensure that we are better able to Respond to Incidents & Emergencies and Investigate & Solve Crime.

The Deputy Mayor is asked to consider the proposals set out in the Response Policing (RP) Business Case and to note and support the necessary investment of up to £879k recurring revenue expenditure from 2023/24 and £9k one of revenue investment in 2023/24 , a total of £888k, to enable the Force to address the challenges it faces in creating a more resilient, high quality, responsive and consistent service. This will be subject to a detailed implementation plan, with potential to spread the cost over a 2-year period, dependent on recruitment and training of sergeants.

The cost reflects the uplift in the required supervision capability through the conversion of 74 Police Constable posts to 75 police Sergeants to address the challenges of the uplift of Constables over the coming years and their development needs.

RECOMMENDATIONS:

i. Consider the proposals set out in the business case;

Preventing and relieving Homelessness is a Mayoral and national government priority.

The service will support individuals who are at risk of, or facing homelessness, and who face additional barriers related to their immigration status that prevent them from moving on. It will thus help to reduce the number of rough sleepers in Greater Manchester and prevent them from returning to the streets. This will also increase move on from ABEN allowing further individuals to access support.

To enter into a contract for the Greater Manchester Restricted Eligibility Support Service, 1 April 2023 to 30 March 2024, with the option to extend for a further 12 months.

The service will provide person-centred and joined-up support and advice to non-UK nationals with restricted or undetermined eligibility for public funds in Greater Manchester who are facing, or at risk of, homelessness. Providers will also work with GMCA to facilitate system change, supporting the improvement of mainstream homelessness provision for people with restricted eligibility and contribute to GMCA’s policy change priorities.

The Service has been procured across Two Lots: Lot 1: Immigration and Legal Advice and Lot 2: Practical Support, Advice and Co-production.

The contracts will be awarded to Greater Manchester Immigration Aid Unit (Lot 1) and The Booth Centre (Lot 2), as per the contract award report.

The 10-day standstill period will lapse midnight on 13/2/23.

30/01/2023 - Greater Manchester Multiply Scheme - Pan Greater Manchester Multiply Skills Offer Contract Award ref: 1707    Recommendations Approved

GMCA have run a competitive process and TGC submission scored highly after evaluation.

1 submission was received and was sent to a full evaluation panel. The submission was checked by GMCA’s Information Governance Team and was found to be acceptable. The finances of the bidding company were also checked.

The mini-competition comprised of 2 parts, covering (80%) Quality, (20%) Social Value via the social value portal. In addition to the scored quality evaluation bidders were requested to complete 4 pass/ fail questions looking at OFSTED, Economic & Financial Standing, Information Governance & Safeguarding.

The successful provider’s scores were deemed acceptable and comprehensive throughout their submission. Despite being the only bid, the evaluation panel felt that TGC scores were sufficient for the procurement process to continue without reopening this tender to the market. The panel were pleased with the bidder’s delivery model mobilisation plan, and responses looking at track record, engagement and stakeholder management, as well as performance management and monitoring.

Following a competitive procurement process using GMCA’s Education Work and Skills Flexible Procurement System, GMCA wishes to award a £1,988,600 contract to The Growth Company (TGC). This is part of the Multiply programme which focuses on numeracy skills for adults where a Level 2 in Maths has not been attained.
Delivery is expected to start no later than 20th of February 2023, and the contract runs until the end of March 2024.
