Decisions

The GMCA is the Waste Disposal Authority for the purposes of the Waste Regulation and Disposal (Authorities) Order 1985 and is responsible for the discharge of all the functions of a waste disposal authority.
To resume the provision of HWRC services to the public on a phased approach, enabling sites to reopen whilst maintaining social distancing measures.

Following Government’s announcement on 23 March 2020 of social distancing and movement restrictions in response to the COVID-19 emergency and, as a result, GMCA’s instruction to the HWRC Management Services Provider to close HWRCs with effect from Tuesday 24th March 2020, in accordance with ‘Civic Emergency’ provisions in the contract:
1. The phased re-opening of Household Waste Recycling Centres in Greater Manchester as set out in Option 1 of the report be approved, subject to:
a. further consultation with the districts on the detailed arrangements for the re-opening of sites; and
b. the agreement of each district on the re-opening of any site in its area.
2. The incurring of additional costs in respect of external resources for off-site highways management referred to in paragraph 8.1 of the report be approved.
3. The opening of HWRCs is to be kept under review.
4. The above decisions be approved as urgent and the seeking of exemption from call-in from the Chair of the Housing, Planning and Environment Overview and Scrutiny Committee be approved.

Approval for investment in the Heath Lane Farm and Stephenson Street developments is sought in line with the strategic objectives of the GMCA to increase the supply of housing in the GM area.

1. To approve a GM Housing Investment Loan Fund loan of £5.000m to Heath Farm Lane LLP for the construction of 148 homes on a site known as Heath Farm Lane, Partington.
2. To approve a loan of £0.981m to be funded with City Deal Receipts to Specialist Care Developments Ltd for the construction of 12 apartments on a site on Stephenson Street, Oldham.
3. To delegate authority to the GMCA Treasurer acting in conjunction with the GMCA Monitoring Officer to prepare and effect the necessary legal agreements.
4. To approve the above decisions as urgent and the seeking of exemption from call-in by the Overview and Scrutiny Committee.

To enable Local Authority Partners to award contracts to commence construction.

Following the achievement of Business Case approvals, in line with the agreed Growth Deal governance arrangements:
1. Approve the payment of grants of £2.409 million to Bolton Council in relation to the delivery of the Salford Bolton Network Improvement Programme – Bolton Delivery Package 5 scheme (Newport Street/Trinity Street junction and the Newport Street Interchange site as part of the Manchester Road Gateway scheme) as set out in paragraphs 2.1 to 2.7; and
2. Approve the funding of up to £0.546 million for the Manchester School Access Improvements Minor Works Scheme as set out in paragraphs 2.8 to 2.11.

To enable MCF scheme delivery through the identification of priorities, in the context of over-programming, and to enable the continuation of TFGM’s MCF programme management function and to ensure that the fund is administered in accordance with the agreed governance, as required by the single pot assurance framework. To enable the delivery of safe, inclusive cycling and walking design solutions that meet the needs of all users.
The decision is required at this point to ensure that the MCF continues to be managed in accordance with the requirements of the Transforming Cities Funding, and to provide clarity to District partners for delivery phase one, following the MCF prioritisation process.

To note the progress made in developing a set of MCF delivery priorities across GM and to approve the budget parameters set out in section 3 of the accompanying report, as the basis for scheme progression; and
Approval of the release of up to £1.5 million funding to fund programme management and associated costs in 2020/21; and authorise the GMCA Treasurer to make the necessary capital-revenue ‘switch’ as set out in section 4 of this report; and
Approval of £0.1 million for the GM Visually Impaired Design Commission, and authorise the GMCA Treasurer to make the necessary capital-revenue ‘switch’, including the balance of the GM side road zebra research commission, as set out in section 4 of the accompanying report.

To allow the named schemes to progress to full approval, prior to delivery, in line with the agreed governance arrangements of the Mayor's Challenge Fund.

Approval of the individual development cost budgets for the twenty-five MCF schemes set out in the table below to enable the named delivery partners to progress the listed schemes.

Activity / skills provision relating to these additional growth funds needs to be delivered by providers by 31st July 2020, therefore providers need to know whether their Growth Cases have been successful so that they can recruit learners and deliver activity / gain qualification achievements by 31st July.

Growth funding is allocated to LTE Group, System Group and Back2Work Complete Training as outlined in the accompanying paper.

During the first weeks of the lockdown period TfGM officers reviewed the supported bus network and identified appropriate reductions in services to reflect the significant reduction in demand for services, whilst protecting services required for essential travel. In line with the planned ramp up of commercial bus services it is now considered appropriate to start the process of reinstating service frequencies to their previous levels.

Service frequencies are restored in a co-ordinated and consistent manner with regard for wider considerations, meaning the reinstatement of subsidised services from 15th June.
