  1. That the report be noted.
  2. That the changes to the commercial network and the proposals not to replace the de-registered commercial services as set out in Annex A be noted;
  3. That it be agreed that no action is taken in respect of changes or de-registered commercial services as set out in Annex A;
  4. That it be noted that Stagecoach would review patronage levels on the X30 service once the airport begins to see greater levels of passengers.
  5. That it be noted that Stagecoach would report back directly to Cllr Leech on the proposed changes to the 42b service.
  6. That the impact of the closure of Blackfriars Street and Deansgate be noted, and that conversations were ongoing with Manchester City Council as to whether other routes could be opened to minimise the disruption to passengers.
  7. That TfGM review the options for mitigating the impact of changes to service 574, and keep Cllr Haslam up to date as appropriate.
  8. That TfGM report back to Cllr Burke as to whether a new tender has been sought for the X58 service.

1.      That the issue of non-compliance in relation to the wearing of face coverings, and patterns of compliance throughout the day be noted.

3.      That it be noted that the Mayor is in dialogue with central Government to ensure GM receives the most up to date and accurate Covid-19 data to ensure that the sub region is as informed as possible and can deal with any potential spikes as they begin to arise.

4.      That it be recognised that a stable platform for Metrolink funding is crucial to the recovery of Greater Manchester, and there is cross-party support for further lobbying on this issue.

6.      That the potential for a second wave of Covid-19 through the winter and implications for the public transport system be noted.

7.      That TfGM review each of the GM Transport Plans in light of the new climate and ‘Living with Covid’ recovery phase.

23/04/2020 - Household Waste Recycling Centres ref: 442    Recommendations Approved

The GMCA is the Waste Disposal Authority for the purposes of the Waste Regulation and Disposal (Authorities) Order 1985 and is responsible for the discharge of all the functions of a waste disposal authority.
To resume the provision of HWRC services to the public on a phased approach, enabling sites to reopen whilst maintaining social distancing measures.

Following Government’s announcement on 23 March 2020 of social distancing and movement restrictions in response to the COVID-19 emergency and, as a result, GMCA’s instruction to the HWRC Management Services Provider to close HWRCs with effect from Tuesday 24th March 2020, in accordance with ‘Civic Emergency’ provisions in the contract:
1. The phased re-opening of Household Waste Recycling Centres in Greater Manchester as set out in Option 1 of the report be approved, subject to:
a. further consultation with the districts on the detailed arrangements for the re-opening of sites; and
b. the agreement of each district on the re-opening of any site in its area.
2. The incurring of additional costs in respect of external resources for off-site highways management referred to in paragraph 8.1 of the report be approved.
3. The opening of HWRCs is to be kept under review.
4. The above decisions be approved as urgent and the seeking of exemption from call-in from the Chair of the Housing, Planning and Environment Overview and Scrutiny Committee be approved.

Approve the payment of grants of £2.409 million to Bolton Council in relation to the delivery of the Salford Bolton Network Improvement Programme – Bolton Delivery Package 5 scheme (Newport Street/Trinity Street junction and the Newport Street Interchange site as part of the Manchester Road Gateway scheme) as set out in paragraphs 2.1 to 2.7; and
2. Approve the funding of up to £0.546 million for the Manchester School Access Improvements Minor Works Scheme as set out in paragraphs 2.8 to 2.11.

05/05/2020 - Approval of the recent prioritisation exercise for the Mayor’s Cycling and Walking Challenge Fund (MCF), approve the 2020/21 MCF programme management budget and approve £0.1 million MCF funding for the GM Visually Impaired Design Commission. ref: 439    Recommendations Approved

To enable MCF scheme delivery through the identification of priorities, in the context of over-programming, and to enable the continuation of TFGM’s MCF programme management function and to ensure that the fund is administered in accordance with the agreed governance, as required by the single pot assurance framework. To enable the delivery of safe, inclusive cycling and walking design solutions that meet the needs of all users.
The decision is required at this point to ensure that the MCF continues to be managed in accordance with the requirements of the Transforming Cities Funding, and to provide clarity to District partners for delivery phase one, following the MCF prioritisation process.

During the first weeks of the lockdown period TfGM officers reviewed the supported bus network and identified appropriate reductions in services to reflect the significant reduction in demand for services, whilst protecting services required for essential travel. In line with the planned ramp up of commercial bus services it is now considered appropriate to start the process of reinstating service frequencies to their previous levels.
