Chief Executive GMCA&TfGM/Treasurer Decision Notice - ESF Skills for Growth Commissioning – Logistics Skills contract award

GMCA have run a competitive process and Seetec’s submission scored highest after evaluation.

3 submissions were received and were sent to a full evaluation panel. All submissions were checked by GMCA’s Information Governance Team and were found to be acceptable. The finances of the bidding companies were also checked, along with the safeguarding policies submitted.

The Invitation to Tender comprised of 3 parts, covering (75%) Quality, (15%) Social Value and (10%) Price.

Following evaluation and moderation, Seetec were ranked highest of the three bids. However, all three providers had submitted Social Value responses that were deemed as ‘poor’. GMCA therefore asked all of the bidders to resubmit a revised Social Value response. Following evaluation and moderation of these resubmissions, Seetec remained the highest ranked bid.

The Successful provider’s scores were deemed acceptable and comprehensive throughout their submission and offered an economically advantageous tender. Seetec scored higher than the unsuccessful bidders in a number of questions, and the evaluation panel were particularly impressed with their responses concerning their mobilisation and implementation plan, their engagement and stakeholder management, their performance management and monitoring.
