Greater Manchester Combined Authority (GMCA)

The main decision-making body of the GMCA. 

AGMA Executive Board

Oversees the work and strategic direction of the Association of Greater Manchester Authorities (AGMA). Leads on policy, and has delegated decision-making powers from the 10 Greater Manchester councils.  AGMA has the same membership at the GMCA.

GMCA Standards Committee

The Standards Committee deals with matters of conduct and ethical standards regarding members of the Greater Manchester Combined Authority and its committees.

GMCA Resources Committee

The Resources Committee considers matters relating to the transition to an integrated Greater Manchester Combined Authority.

Bee Network

Oversees the delivery of Greater Manchester’s Local Transport Plan as set by the GMCA and is responsible for monitoring the performance of Greater Manchester’s transport network, and the performance of Transport for Greater Manchester (TfGM) - the local government body responsible for delivering Greater Manchester’s transport strategy and commitments.

GMCA Audit Committee

Checks that the finances of the GMCA and the Association of Greater Manchester Authorities (AGMA) are managed to high standards of openness, integrity and accountability. It is a legal requirement to have an Audit Committee.

GMCA Overview and Scrutiny Committee

Checks that decisions made by the GMCA, the Association of Greater Manchester Authorities (AGMA) executive board, the Greater Manchester Transport committee and Transport for Greater Manchester, help make the region a better place to live, work, study and do business.

Planning and Housing Commission

Public and private sector representatives focus on housing, infrastructure and town centres.

AGMA Statutory Functions Committee

Monitors the performance of, and grants paid to, organisations funded by the Association of Greater Manchester Authorities (AGMA).

Greater Manchester Joint Health Scrutiny Committee

Reviews and scrutinises health services and acts as a consultative body to local health providers when they have a duty to consult.

Greater Manchester Local Enterprise Partnership

Empowers business leaders to set strategies and economic priorities to drive growth and job creation

Greater Manchester Healthy Lives & Quality Care

One of two statutory components of an Integrated Care System, alongside the Integrated Care Board (ICB). The NHS Greater Manchester Integrated Care Partnership is a joint committee of the ICB and ten Local Authorities with wider membership to reflect the partnership approach to address the health and care needs of the population including determinants of health and wellbeing such as employment, environment, and housing.

Greater Manchester Waste and Recycling Committee

Considers matters relation to the establishment and implementation of waste disposal stratagies of the GMCA and oversees matters relating to the effective management of waste disposal operations including contracts and the behavioural change programme.

GM Culture & Social Impact Fund Committee

In 2016, GMCA established a new Culture, Arts and Leisure Portfolio, recognising the importance of these issues to the economic growth, social well-being and attractiveness of Greater Manchester.

Police, Fire and Crime Panel

Council leaders and independent members with skills and experience of criminal justice and community safety. Works with the Deputy Mayor for Policing and Crime with a focus on the Police and Crime Plan. 

Independent Ethics Committee

To help build trust and public confidence, an independent policing ethics committee – the first of its type in the country – will advise the Deputy Mayor for Policing and Crime, Beverley Hughes, and Greater Manchester Police on the complex dilemmas that policing faces in the modern world.

Greater Manchester Green City Region Partnership (was Low Carbon Hub Board)

The Partnership isresponsible,on behalf ofthe GMCA, for overseeing the monitoring and deliveryarrangements for the Greater Manchester 5 Year Environment Plan, as part of Priority 7 `Green City Region’ of the Greater Manchester Strategy.The Partnership willoversee delivery via a number of Challenge Groups, identifying individual tasks (Task and Finish Groups), synergies and gaps, then provision of appropriate advice to the GMCA on mitigation measures, including the development and delivery of future policies and strategies.

GM Clean Air Plan

The GM Air Quality Administration Committee is a joint committee created by the ten Greater Manchester local authorities and the Greater Manchester Combined Authority.

 

The GM Clean Air Charging Authorities Committee is a joint committee created by the ten Greater Manchester local authorities to enable joint decisions to be taken as required by the Constituent Authorities as charging authorities in relation to the Greater Manchester Clean Air Zone.  

 

These Committees have been established to ensure that GM is in a position to implement the Greater Manchester Clean Air Plan.

 

Government agreed that the GM charging Clean Air Zone would not go ahead on 30 May 2022. Greater Manchester local authorities have submitted the case for a new investment-led Clean Air Plan, with no charging Clean Air Zone, to government.

GM Clean Air Scrutiny Committee

Reviews the decisions made, or other actions taken by the Clean Air Quality Committee and the Charging Authorities Committee, including decisions delegated by it to officers and sub-committees.

Gender Based Violence Board

The Gender-Based Violence (GBV) Board has been established by GMCA to drive and oversee implementation of the city-region’s ten-year Gender-Based Violence Strategy. It is tasked with ensuring ongoing collaboration of public sector agencies, partners including from the voluntary and community sector, and the communities of Greater Manchester, to deliver systemic change in order to reduce and eradicate gender-based violence.
