To facilitate the process to procure a
development partner the Joint Venture will need to appoint
consultants for expert advice in undertaking the process in a
legally compliant way. To date Savills have been appointed to
facilitate the procurement process, whilst Shoosmiths have been
appointed to provide external legal advice on the process. Both
consultants have been appointed using a procurement complaint
process. Funds will be utilised in the future to support the
procurement process further and to finance planning approval. The
regeneration of the GMP site will act as a catalyst for further
redevelopment in the Civic Quarter of Trafford.
Before a private sector development partner is appointed the GMCA
along with Trafford Council will need to finance legal, marketing
and procurement costs. The estimated fee’s will be
approximately £642,500. It was agreed at the Great Manchester
Combined Authority meeting on the 26th November 2021 that these
funds will be underwritten by police and crime reserves

The Business Case outlines that the current
domino-based systems (4 in total) not only need to be
decommissioned for several technical architectural reasons, but
they have also not been ‘fit for purpose’ for a number
of years.
The implementation of a new “single” case management
system will provide an all-in-one solution that has built in asset
and quality management, enhanced user operability, provides better
investigative opportunities to forensic teams and front line
officers. Additional benefits include enhanced features and
services, improved data and performance management, compliance with
forensic ISO accreditation requirements and supporting other legal
requirements. It is scalable to meet future evolution in services,
customizable to meet technical procedure changes and is compliant
with all IS technical design principles going forward.
The solution proposed is called ‘Nimbus’ by Black
Rainbow, which is an off-the-shelf product that has been designed
to be highly configurable and flexible to the needs of the
individual law enforcement agencies. Black Rainbow matched 91% of
GMP’s Business requirements. The remaining GMP requirements
can be delivered and has been factored into the total cost being
requested.

The Deputy Mayor is asked to consider the
proposals set out in the Business Case and approve the necessary
investment to enable the project to replace and decommission
existing Forensic Service Branch Case Management Systems (CMS)
within the Digital Investigation Unit (DIU) and within the Forensic
CCTV Unit with a 'single' fit for purpose and fit for future CMS
system. The proposed solution identified is "Nimbus" by Black
Rainbow, which will replace the 4 current domino systems that
require urgent decommissioning.
The Deputy Mayor is asked to approve funding as set out
below:
1. Approve the expenditure of £653,250 revenue costs in FY
22/23 to commence finalisation of solution design and
implementation of the system. Breakdown provided below:
• £132,000 project management resource cost
• £196,750 solution design and implementation
costs
• £322,500 solution licence/storage cost year one.
2. Approve the future revenue costs totalling £943,500, that
is needed for system upkeep, servicing, licence cost, storage costs
etc for the next three years. Breakdown provided below:
• £314,500 23/24 FY solution licence/storage cost
• £314,500 24/25 FY solution licence/storage cost
• £314,500 25/26 FY solution licence/storage cost
3. Approve the award of a 2 year contract for the implementation
and maintenance of a new case management system, to Black Rainbow,
with the option to extend for a further 2 years. The likely value
of 4 years spend would be circa £1.5m.

GMCA have run a competitive process and IN4.0
Group, Back 2 Work Complete Training, Generation and Netcom
Training Ltd submissions were the highest scoring bidders within
the £3,000,000 budget.
8 submissions were received and were sent to a full evaluation
panel. The evaluation comprised of 3 parts, covering (75%) Quality,
(15%) Social Value and (10%) Value for Money.
The Successful provider’s scores were deemed acceptable and
comprehensive throughout their submission and offered the most
economically advantageous tenders.

Following a competitive procurement process
using GMCA’s Education Work and Skills Flexible Procurement
System, GMCA wishes to award a £450,000 contract to IN4.0
Group, a £913,710 contract to Back 2 Work Complete Training,
a £405,760 contract to Generation and a £475,500
contract to Netcom Training Ltd. This is part of the Skills
Bootcamps programme and will support over 700 learners to train
into digital/tech roles during 2022/23.
Delivery is expected to start no later than end of June 2022,
bootcamps must be no longer than 16 weeks and all delivery must
have concluded by the end of March 2023 (with the potential for an
extension dependent on good performance), and all contract activity
and support must conclude no longer than 6 months after the
conclusion of delivery.

Preventing and relieving Homelessness is a
Mayoral and national government priority.
The service will support at least 60 individuals who have recently
or currently experiencing rough sleeping especially those who are
already excluded from ABEN helping to reduce the number of rough
sleepers in Greater Manchester and prevent them from returning to
the streets. This will also increase move on from ABEN allowing
further individuals to access support.

To enter into a contract for the Rough Sleeper
Accommodation Programme Phase 2 Support Service. The service is
being funded via Grant from the Department of Leveling up Homes and
Communities (DHLUC)
The service will provide support to individuals who are referred by
Local Authorities who have experienced prolonged and/or
re-occurring experiences of homelessness and experience
co-occurring conditions who meet the criteria for the programme as
set by DHLUC.
RSAP was introduced in 2020 by the Government to support 6000 rough
sleepers into long term accommodation. The programme provided
capital funding to deliver additional move-on properties for
individuals who experienced rough sleeping and revenue to provide
support to the move-on properties. This contract is to deliver the
support element to the properties acquired by the GMCA on behalf of
Greater Manchester’s accommodation delivery partners in the
second round of funding between April 2022 and March 2025.
The contract for support will be awarded to the Great Places
Housing Association as per the contract award report.
The 10-day standstill period will lapse midnight on 9/6/22

procurement exercise, the existing provision will expire June 30th
and a contract to ensure continuity of services is needed.
DHLUC have requested that we deliver a high-fidelity Housing First
project as part of 3 national Housing First pilots. There is an MOU
between GMCA and DHLUC.

government priority.
The service will support an anticipated further 48 individuals at
risk of homelessness and rough sleeping especially those who are
already excluded from ABEN helping to reduce the number of rough
sleepers in Greater Manchester and prevent them from returning to
the streets.
The learning from the pilot will inform the work to prevent
homelessness in the future and inform commissioning of homelessness
services across Greater Manchester to more effectively support
individuals experiencing homelessness.

Manchester Housing First pilot extension. The service is being
funded via Grant from the Department of Leveling up Homes and

The service will Provide Housing First support to the individuals
on the pilot currently and take a small number of new referrals
from Local Authorities of individuals who have experienced
prolonged and/or re-occurring experiences of homelessness and
experience co-occurring conditions.
The contract will be awarded to the Great Places Housing
Association as per the contract award report.

GMCA is in receipt of grant funding from the Department of Housing,
Communities and Levelling Up (DLUHC) under the Rough Sleeper
Initiative (RSI), to support the reduction in rough sleeping. Part
of this funding provides for a service to upskill staff and support
individuals who are experiencing co-occurring drug/alcohol misuse
and enduring mental ill-health.
Preventing and relieving Homelessness is a Mayoral and national
government priority.
Many of the people supported by rough sleeping outreach and
accommodation-based services are experiencing multiple, complex
health issues at the same time, which have led to, and are
exacerbated by, rough sleeping. Access to treatment in this context
needs to be swift and coordinated across both mental health and
substance misuse support services.
This service directly addresses this need, by training staff on how
to best navigate this complicated landscape and providing specific
interventions to people in the most acute need within our rough
sleeping services.

To enter into a contract for 9 months (with
the option to extend for a further 24 months) for the delivery of a
Dual Diagnosis service for people experiencing rough sleeping and
homelessness. The service is being funded via a Rough Sleeping
Initiative Grant from the Department of Leveling up Homes and
Communities (DLUHC)
The service provides training and advice to staff working in rough
sleeping teams in Bolton, Bury, Stockport and Trafford, in addition
to directly supporting individuals experiencing complex,
co-occurring mental health, substance misuse and
homelessness.
The contract will be awarded to Greater Manchester Mental Health
Foundation Trust as per the contract award report.
