This further S22A Agreement relating to the
Modern Slavery and Organised Immigration Crime Programme covers the
period 1 April 2021 to 31 March 2022 It can be extended if all
parties agree.
The mission statement of the Programme is ‘Protecting
vulnerable people by driving and embedding an innovative,
consistent, and effective policing response to modern slavery and
organised immigration crime’
The Lead Policing Body and Lead Chief Constable are Devon and
Cornwall.
The purpose is provide a national team - see schedule 5. .
The Leads have agreed not to withdraw from their roles prior to the
expiry of the Grant Agreement.

Immigration Crime Programme.

This service is designed to support the police
to navigate the health and social care system in cases which
involve conveyance to hospital, liaison with community mental
health teams, and in particular when they are considering detention
under section 136 of the Mental Health Act 1983.
The service provides Mental Health Practitioners who are based in
the GMP Force Contact Centre (Vulnerability Support Unit) at the
Greater Manchester Police Force Headquarters.
The contract is a joint agreement between GMP and NHS
England.
A direct award is appropriate under regulation 12 (7) of the Public
Contracts Regulations 2015 relating to the award of contracts which
establish or implement co-operation between contracting
authorities

The Deputy Mayor approves the direct award of
a 1 year contract for a contract for Mental Health Tactical Advice
services, to Greater Manchester Mental Health NHS Foundation Trust.
The likely value of 1 year spend for GMP would be circa
£483K.

The provision of Healthcare in Custody and
Liaison and Diversion in GMP custody suites is currently provided
by Mitie to GMP. The contract, including a 9-month extension, will
finish at the end of October 2022.
The management of the existing contract is shared jointly between
PCC and Health budgets and the post is currently part of the NHS
(HSCP) establishment.
The existing postholder is due for the provision of the contract
management function will leave the post in My 2022 and there is an
urgent need to bring in capacity to undertake the function of the
recommissioning of the Healthcare in Custody contract and ongoing
contract management following contract award.
It has been agreed that due to the nature of the business this
function will become part of the GMP establishment and funds will
be passed to GMP to allow this permanent post to be established
within GMP structures.
Due to the nature of the business of the contract, it has been
agreed that GMP will undertake this appointment and contract
management responsibility.
The new contract will not include Liaison and Diversion and Health
colleagues will continue to provide this service through a separate
contract and contract management arrangement.

change in the lives of disadvantaged young people right across the
UK. StreetGames' work helps to make young people and their
communities healthier, safer and more successful”.
The responsibilities of the funded role will include the
following:
• To manage the GM VRU Community Sport budget
(£75,000)
• To support the GM EISYJ Partnership and ensure connections
are in place with all key stakeholders/practitioners e.g. Criminal
Justice, Education, Health, Police and Locally Trusted
Organisations etc. across GM at a regional, local authority and
place-based level.
• Connect & collaborate, including supporting funding
bids, across the GM sport and physical activity sector on violence
reduction in line with the VRU priorities and GM PSR
principles.
• Provide briefings to VRU regarding national, regional and
local developments and wider opportunities.
• Development of a quality assured framework and evidence of
effective referral pathways in place in locations in GM.
• Work with the VRU evaluation team to develop and disseminate
evaluation and guidelines for effective early intervention -
including a providers’ toolkit.
• Work with stakeholders to ensure data provision and
information exchange inside the VRU, across the existing community
support network and with partners is robust and efficient so can
demonstrate the impact of sporting interventions to reduce crime,
the fear of crime and anti-social behaviour through sport.
• Continue to enhance the understanding of investment into
community sport for the reduction of serious violence in GM and to
learn from best practice across the UK as to how funding can be
best utilised.
• Support the 10 (ten) GM community sport provider networks,
including driving the growth of the network and assessing ability
to deliver across the ‘risk spectrum’ e.g. from
diversionary activity through to long term mentoring support (i.e.
who’s best placed to deliver which type of
intervention).

through the multi-agency processes and structures in place, the key
areas of focus and priority to deliver on the Serious Violence
action plan, namely the 16-25 cohort, and specifically those who
are experiencing transitions or significant impacts from

societal experiences of being part of an ethnic minority community.
The providers and projects have been selected on the basis of their
ability to deliver against these priorities.

I made the decision to introduce the Greater
Manchester Franchising Scheme for Buses on 25th March 2021 (the
Scheme).
The Scheme itself was made on 30th March. In accordance with
section 123H (3) of the Transport Act 2000 (the Act) and regulation
3 of the Public Service Vehicles (Registration of Local Services)
(Franchising Schemes Transitional Provisions and Amendments)
(England) Regulations 2018 (the regulation), it specified:
a) the areas within the area to which the scheme relates ("scheme
sub-areas"),
b) for each scheme sub-area, the date on which a local service
contract to provide a local service in that scheme sub-area may
first be entered into,
c) for each scheme sub-area, the minimum period that is to expire
between the making of a local service contract to provide such a
service and the provision of such a service under the contract (in
that regard, a scheme may not specify a period of less than six
months), and
d) for each scheme sub-area, the date on which a local service may
first be provided under a local service contract in it.
For Sub-Area A the date specified in the Scheme under b) above was
30 April 2022; the time period specified under c) above was 9
months; and the date on which a local service may first be provided
under a local service contract under d) above in Sub-Area A was
29th January 2023. This date was likely to constitute in effect the
effective time for the purpose of s123J (7) of the Act for that
sub-area on which the change in regime effected by s123J (1),(3)
and (4) of the Act takes place.
The procurement process for the implementation of the Scheme in
Sub-Area A has been delayed as a result of two claims for judicial
review of the decision to make the Scheme. Whilst those claims were
dismissed by the High Court on March 9th, 2022 there is an
outstanding application to the Court of Appeal by one of the
Claimants for permission to appeal against that decision.
A consultation exercise has been undertaken (in accordance with
section 1231 (2) of the Act) in relation to a proposed postponement
of the date on which a local service contract may first be entered
into in Sub-Area A given the delay referred to above.
In light of the above delay, and having considered the responses to
the consultation, I am satisfied that it is appropriate that the
date on which a local service contract may first be entered into in
Sub-Area A should now be postponed until 16th December 2022. I am
satisfied that this is the earliest practicable date and there is a
public interest in implementing the decision as soon as
possible.
The postponement of the date on which a contract may first be let
under section 123l of the Act gives rise to an obligation under the
regulation to update the date on which a service may first be
provided under such a contract in the Scheme. Accordingly, the date
on which a local service may first be provided under a local
service contract in Sub-Area A will be updated to specify 17th
September 2023 in place of 29th January 2023.
These changes will give those who may be affected by the
implementation of the Scheme in respect of sub-area A greater
certainty about the time on which it is likely to come into
effect.

The decision was published on the Register of
Key Decisions on 13 April 2022 but on Friday 6 May will not have
been on the register for 28 days.
The 25th March GMCA report Greater Manchester Electric Vehicle
Charging Tariff Part A Report Template
(greatermanchester-ca.gov.uk) set out the delegation to allow TfGM
to be able to quickly respond to wholesale energy prices and to
determine an appropriate electric vehicle charging tariff. A report
is being prepared for a decision in early May.
The current EVCI tariffs were set on the basis of electricity costs
of 14 p/kWh. Since January 2021, the wholesale cost of electricity
has risen dramatically. As set out in the EV Tariff Report on 25
March 2022 there is a need to review and revise the EV tariff once
the EV electricity costs are fixed.
A report is being prepared for a decision in early May. The current
financial impact of these increases in electricity cost, without a
corresponding increase in tariff, has resulted in TfGM incurring
net costs of c£8,000 per month, compared to a surplus of
c£9,000 per month when the cost was 14 p/kWh.
Without a general exemption the decision cannot be made until
Thursday 26 May
