5.   That authority be delegated to the GMCA Treasurer and GMCA Solicitor & Monitoring Officer to review, agree the content, and sign the Partnership Agreement on behalf of GMCA, noting that GMCA’s role is one of convener, funder, owner and landlord of the properties acquired.

 

6.   That approval be given for the GMCA to take the lead role in procuring the contract on behalf of the 10 districts but that one of the 10 LAs is named in the contract as the lead Authority and is provided as part of the partnership arrangements with resources to manage the contract on an ongoing basis on behalf of the 10.  That it be noted that contract management will have resource implications which will need to be shared across Local Authorities.

The main national community initiative for PCOSOs is ‘Circles of Support of Accountability’. In discussions with the sector, it was identified that there was a lack of desire to deliver the circles model as the accreditation process was considered an unnecessary burden; use of volunteers was not ideal and the small number of interventions that could be delivered. In addition, previously the volunteer model was built on ex or current CJS professionals not strictly community volunteers as such.
Therefore, organisations (Back on Track and We Are Survivors) were identified with the skills and expertise to be able to work with this cohort and they were consulted on a potential model which has been co-designed to provide a more robust and holistic approach.

Greater Manchester has the highest proportion of PCOSOs in the community outside of London. There are over 3,500 PCOSOs in Greater Manchester, which amounts to approximately 75% of people who are being managed through GM MAPPAs. These numbers have increased year on year, particularly for sexual offending, which has seen a 20% increase since Covid-19. The GM SOMU team has expanded too but can still only operate to caseloads of over 100 people. PCOSOs are often excluded from other support and/or resettlement services and face significant additional barriers to accessing mental health provision and finding progression opportunities.

People convicted of sexual offences managed through Greater Manchester’s Multi Agency Public Protection Units are known to report disproportionately high rates of neurodiversity; high rates of childhood trauma, victimisation, and child sexual abuse; to typically be generalist offenders; and to be at enhanced risk of re-offending when subject to increased stress and social isolation.
The PhD candidate is sought to work under the supervision of Professors David Gadd and Emma Barret in the Department of Criminology. The candidate will also be advised and accountable to the project advisory group, comprising Mr Duncan Craig OBE (Honorary Research Fellow and CEO of We Are Survivors), Kath Self (Senior Policy & Partnership Officer, Greater Manchester Combined Authority), Dr Polly Turner, Clinical Senior Lecturer, Dr Neil Gredecki, Lecturer in Psychology and Mental Health and Siobhan Pollitt, Chief Executive, Back on Track.
It is a core requirement of the PhD that the candidate work alongside the funder, Greater Manchester Combined Authority, to develop an evaluation framework that will ultimately assess the effectiveness of a new model of intervention. The new intervention – delivered by Back on Track and We Are Survivors - seeks to ensure a subpopulation of sex offenders desist from offending by providing additional support to help those who are also victims to process their own trauma and by providing an intervention that enables the development of core life skills a more pro-social sense of self. All those subject to the intervention will also be under the supervision of Greater Manchester Probation Service.
The PhD is scheduled to start in March 2024, with fees and stipend funded for 3.5 years. The University reserves the right to defer the start date to September 2024.

The PhD candidate will be based in the Department of Criminology, in the School of Social Sciences. Fieldwork for the project is expected to conclude after 2.5 years of full-time study. An annual (pro-rata) Research Training Support budget of £1000 to cover fieldwork and dissemination costs will be made available to the candidate. The candidate will be expected to comply with the University of Manchester’s doctoral training requirements. The full range of training and support provided to PhD students in the Dept of Criminology, School of Social Sciences and North West ESRC Doctoral training Partnership will be made accessible to the successful candidate. This will include training in research ethics, data management and security, research methods, research leadership, dissemination and impact.

The Greater Manchester Sex Offender Programme pilot project is developed as an alternative model to supporting people convicted of sexual offences (PCOSOs) in Greater Manchester.

This is to contribute to the prevention of sexual re-offending by PCOSOS, who are facing multiple disadvantages, by supporting individuals to process their own trauma and develop a more pro-social sense of self. The project is solely for people who have convictions for sexual offences (online and contact) and who are still under the supervision of a probation practitioner and police liaison officer.

The reasons for the decision are:
Alison Cope has lived experience of losing her son Josh when he was stabbed in 2013. Alison devotes her time to campaigning for violence reduction, much of which involves 2-3 hour presentations to secondary school audiences across the UK. Alison previously presented at the Greater Manchester Hope Hack in Oct 2022, where her presentation was extremely engaging across an audience of over 100 young people. Following this, our commission with Alison in 2022-23 (which led her to speak at 12 schools across GM) was met with universal praise. Alison’s message is one of awareness of the dangers of carrying a weapon, but also considering the impact of violence on individuals, family and friends, and looking out for signs amongst peer groups where early intervention may be required. Alison’s presentation has been endorsed by the Mayor and Deputy Mayor.

It is important that the VRU considers additional support to schools where the presentations take place in order that disclosures or concerns can be addressed beyond the presentations, so each school will be offered the services of GMP School Engagement Officers and Youth Navigators. (This support will not replace the existing statutory safeguarding arrangements in each school).

The VRU’s Victims Lead & Project & Policy Officer are in the process of identifying the schools wishing to participate and commit to longer term approaches to violence prevention.

The reasons for the decision are:

Provider ‘Project Simply’ were appointed to deliver an online interactive timeline tool for victims of Crime. This online web tool will enable victims of crime to access and easily browse a set of videos and supplementary information depicting the criminal justice system and will be designed to help them better understand the process of coming forward and reporting a crime.

As part of this process, a set of videos were commissioned separately to provide a visual demonstration of the criminal justice during 2019-2022. This element of the project was significantly delayed due to the covid19 pandemic.

During 2023, a number of subject matter experts were utilised to review the content of the videos to check for reflection of current working practices and identify potential gaps. Following this process, a number of alterations were suggested. As such, it has been required to make post-production edits to the video content in order to bring information up to date with 2024.

As Project Simply are designing the wireframes and web content around the videos, as they have the capability and capacity to undertake the edits, they are also best placed to lead this work in order that the project isn’t delayed, or it accrues significant additional cost.

GMP entered a sub lease of Unit A Central Park for a short term until December 2024 (Fujitsu break clause). At this point Fujitsu would be determining whether to continue with or surrender the lease. They have now decided to continue with their lease. GMP occupy part of the building. The ground floor houses PSD staff along with a hearing suite and associated break out areas and office space on the 1st floor. Prior to moving to the building, PSD occupied valuable space within the CoM and some other locations. Hearings were held wherever PSD could find appropriate space (sometimes at significant cost and certainly inefficiently). This led to a backlog.

The Crime Futures team use the remaining part of the 1st floor. This was subject to a full business case which identified the building as an ideal location situated close to management and supervision in HQ.

Additional space on the ground floor is also required to house Information Management who are required to move out of Astley Bridge to make space for the Major Incident Team. Information Management also have around 90 staff working from home (due to lack of space within the workplace). The hybrid working pattern that this accommodation provides, post COVID, will enable better working practices, increased productivity through better collaboration and improve the delivery of a critical policing function relating to the management of criminal records administration.

GMCA work with GMP Business Support Services to agree terms for the renewal of the lease of Unit A Fujitsu Central Park, with additional space added on the ground floor for Information Management.
